EXPENDITURE AT HAWERA NEW VALUATION'S EFFECT Provision for the expenditure of £33.513 during 1940-41 was made in the estimates approved at a special meeting of the Hawera Borough Council on Monday night. The estimated expenditure for 1939-40 was £34.232 and the actual expenditure was £29.107. Estimated receipts for 1940-41 were £37,425. Although the general rates for 1940-' were increased by l-8d in £1 the revenue derived was on a par with that for the previous ycar because of reductions under the new valuation, said the Mayor, Mr. L. H. Clapham. Estimates covering the general, water and cemetery accounts showed a balance of £1635, stated the town clerk, Mr. H. S. Elliott. After allowing £450 for rebate on general and water rates and £300 for sundries, there would be left a margin of £885. The amount required this ycar for special expenditure was £1701, which included £1091 under the heading of public works and £61.0 for the abattoirs. It would be necessary to jprovide an additional £100 if the libiary system v/ere altered. The purchase of the section next to. the tower grounds from the Post and Telegraph Department would be facilitated by the provision of £250 from the reserves saies fund. Referring to the rates and the new valuation Mr. Elliott said that under the new valuation the whole borough showed a reduction of £17,542 in unimproved value and an increase of £76,245 in capital value. A comparison of the rates for this year with the returns for lc.st year was; General £7601 (1939-40 £75881; water, estimated £3529 (£3317); hospital £2083 (£2043), special, original area, £5798 (£5813), added area £296 (£182), whole area £559 (£445); refuse removal, £557 (£547); totals, £19,93o (£19,935); increase, £488. Of the increase the sum of £210 represented additional interest on the Nolantown dvainage loans, only one instalment having been paid last year. Estimated expenditure for 1940-41 with the estimated and actual expenditure for 1939-40 respectively in parentheses was:— General account: Public works and sanitation, £11,471 (£13,014, £9975); office expenses; £1447 (£1415, £1410); printing, advertising and stationery, £200 (£200, £184); abattoirs, £1828 (£1466, £1466); baths, £300 (£275, £237); library, £880 (£880, £801); reserves, £423 (£428, £301); King Edward Park, £1250 (£1175, £1234); legal expenses,- £200 (£200, £113); interest, £3351 (£3388, £3015); contingencies, £1635 (£1716, £327); totals, £22,985 (£24.157, £19,063). Water account: £987 (£882, £769). Cemetery account: £595 (£425, £481). Special rate account: Hospital board levy, £1949 (£2046, £2046). Special rate accounts: In respect of the borough as originally constituted, £5549 (£5560, £5560); added area, £266 (£161, £161); whole borough, £507 (£401, £401); refuse removal, £675 (£600, £626).
