46 system to continue That the Labour Department was not in favour of altering the financial provisions of the 4b scheme in the direction of making the Government's subsidy payable direct to the worker without involving the farmer in the necessity of meeting the entire cost in the first instance was stated by the director of primary production, Mr. R. B. Tennent. in a letter read at last night's meeting of the North Taranaki Council of Primary Production. The procedure suggested, stated Mr. Tennent, would bring up thc question of an cmployer's liability in thc matter , of insurance. The department was not , prepared to assume this liability, neither | had it the necessary organisation for ar- ' ranging payments direct to the men con- ; cerned. The present system, he added, had been operating since 1931 and been found most satirfactorv- in practice. It was not proposed to alter it.
