INTER-EMPIRE RELATIONS EMIGRATION PROPOSALS By Telegraph—Press Assn.—Copyright. London, Nov, 16. Actually the discussion on Imperial defence has ended and, having learned the facts and seen for themselves, the Premiere will go back to their own Cabinets to discuss whether the response shall be a gesture or a gift. From two highly-placed authorities tonight came a similar assurance that the thing which most mattered was the hope of a satisfactory result on inter-imperial relations, w’hich the Prime Ministers discussed this morning. It will probably be early next week before an official disclosure is made, but an optimistic hint is: “We think we shall make a very good show on it on Thursday.” The plenary meeting is expected to issue the Migration Committee’s report, which will deal with group settlement and the training of settlers. The prevailing belief is that the report contains a fair amount of generalisation, but it is a foregone conclusion that the specific proposals in the ease of Australia will be remitted to Mr. Gepp’s Migration Department for the closest scrutiny. It has largely been a case of exploring the possibilities of saving the Anglo-Australian £34,000,000 scheme from a fiasco. Mr. Bruce has completed his discussions with the Post Office on Australia controlling the beam station. The Post Office reply has not been received, but it is predieted that it will be a refusal. Mr. Bruce, before his departure, will consider whether it is advisable to have a permanent League representative at Geneva, like Canada and Ireland. Received Nov. 17, 11.5 p.m. London, Nov. 16. Five committees met to-day 1 including the Imperial Relations, Treaty Procedure and Economic Committees.

The committee has concluded its report concerning the taxation of Governments engaged in trade and the taxation of nonresident traders. The Overseas Settlement Committee finished its deliberations covering the widest field, including settlement, and training facilities of migration.
