HELP FOR GERMANY.
BIG LOAN PROPOSAL. MOVE IN AMERICA. REPORT NOT CONFIRMED. By Telegraph.—Press Assn..— Cbpyrlgilt*. London, Dec. U. In consequence of the reports that American bankers propose raising a big loan on behalf of Germany with the co-operation of the American Government, some importance is attached to the departure of Mr. Harvey, American Ambassador, to Wa. hington, after consultation in London with the American Ambassadors at Pans and Berlin. The British Government is without official information regarding the American loan and the American proposal to summon an economic conference of the chief countries of the world. The British official attitude is cantious, even sceptical, regarding the American reports, in view of the fact that a loan to Germany would be a hazardous speculation until Germany stabilises the mark. There is also the difficulty of Germany giving adequate guarantees for the repayment of the loan, while the Allies, under the Versailles Treaty, are able to seize German Customs and other revenues to enforce the payment of reparations.
