Attorney-General Daughterty’s annual report points out that the enforcement of prohibition has become one of the Administration’s major problems, clogging the courts and involving the United States in a maze of international difficulties. During the year ending June 30 there were 34,984 criminal and 2157 civil prosecutions instituted in various district and Federal courts, in addition to a vast number of violation cases. Eighteen foreign vessels were seized, eight outside the three-mile limit, causing protests on the part of foreign Governments.
