KEMAL’S PLANS. By Telegraph.—Press »Assn.—Copyright. Constantinople, Dec. 7. Kemal announces he is forming a new party called the People’s Party, as soon as peace is concluded. He invites the co-operation of educated Turks in the formulation of a programme of economic and administrative reconstruction declaring that the nation has regained its independence, but it is not enough to have conquered by arms. They must strengthen the State in the political, economic and administrative domains.
