Congressman Tinkham, of Massachusetts, has sent a letter to President Harding asking why the President was so anxious to enforce the 18th amendment to the Constitution, whilst the 14 th amendment. which guarantees votes to negroes, is a dead letter in the southern States owing to the Klan activities. He asked the President to urge Congress to decrease the representation of those southern States as the law provides in case of violations of the 14th amendment.
