DISARMAMENT SCHEME.
PLAN FOR RUSSIAN STATES. ' By Telegraph.—Press Assn.—Copyright. Received December 6, 5.5 p.m. Copenhagen. Dec. 5. The Berlingske Tidende’s Helsingfors correspondent says M. Litvinoff, speaking at the Russian disarmament conference, said Russia was willing to reduce her army by seventy-five per cent, in the next two years, involving a reduction to two hundred thousand. Neighboring states must do likewise. All irregular organisations must be dissolved and frontier districts demilitarised. As the Navy has been reduced by seventy-five per cent, since 1917 the Soviet did not propose a further reduction. Finland and Esthonia repiled that the negotiations must include the navy. With this reservation all the delegates declared their willingness to work for disarmament. —Aus.-N.Z. Cable Assn.
