The Irish Constitution Bill passed through committee in the House of Lords without amendment. On the motion to report the Bill, Lord Carson said the proceedings were farcical. The real reason why no alteration of the treaty was allowed was that England was beaten to her knees and unable to withstand the powers of organised anarchy and murder in Ireland.
