GRAVE THREAT MADE. DECISION OF FRANCE. TO SEIZE RHINELAND. By Telegraph.—Press Assn.—Copyright. Paris, Nov. ‘2B. Tt is now confirmed that M. Millerand presided yesterday over a secret conference attended by M. Poincare, M. Barthou, the chief Ministers, Marshal Foch and other military chiefs. The conference discussed action in the event of Germany’s continued failure to meet the reparations. It is understood it wa«s decided that, if the Brussels Conference ended unsatisfactorily, France would seize the occupied Rhineland provinces and expel all German officials and also occupy two-thirds of the Ruhr district, including Essen and Bochum. The order would affect directly the interests of German industrialists and enable France to have at her disposal the coal and coke to which she is entitled under the treaty.
