EDUCATION BOARD.
THE MONTHLY MEETING. The Taranaki Education Board met on Monday, at New Plymouth. Present: Messrs. A. Lees (chairman), R. J. Deare, H. J. Eaves, P. J. H. White and S. G. Smith, M.P. TEACHERS' APPOINTMENTS, ETC. Tho chairman reported that during the month he had made the following relieving appointments:— Vogeltown, Miss A. Mace, assistant; Puniwhakau, Miss A. Dromgool, sole teacher; Eltham, Mrs. K. A. Hooper, assistant; Plhaima, Miss A. R. Mason, assistant; Eltham, Miss A. Hill, assistant; Hawera, Mr. A. Breen, third assistant; Matapu, Miss J. Stevenson, assistant; Warea, Miss A. Leslie, assistant; Otaraoa, Mr. A. W. Jennings, sole teacher; Fraser Road, Miss A. Murray, assistant; Warea, Mrs. E. A. Moss, head teacher; Riverlea, Miss E. P. Leech, assistant. The teacher’s selection committee recommended : That Mr. Theodore Walker’s appointment to Auroa be confirmed; that the appointments of sewing mistresses be confirmed; that after considering the senior inspector's report on applicants, the following appointments be made: Okaiawa, infant mistress, Mrs. A. L. Taylor, subject to the chairman’s confirmation on-re-ceipt of satisfactory report, from Wellington board; Awktuna, assistant, Miss A. Mace; Awakino, assistant, Miss M. E. Hodder continue relieving; Fraser Road, assistant, Miss D. Pitt; Huiroa, assistant, Miss Ellen Butler; Kapuni, assistant; Miss B. Elliot; Matapu, first assistant, re-advertlse; that Miss Simmons be offered the appointment at York Road. The following resignations, to take effect from January 31 next, were received: Mr. T. Thomas, head teacher, Eltham; Mr. A. V. Gilbert, sole teacher; York; Miss H. K. Rigg, relieving head teacher, Hulrangi; Miss D. E. Sharp, assistant, West End; Miss A. K. Anthony, assistant, West End; Miss K. A. Carroll, assistant, Rawhitiroa; Miss J. Lumsden, sole teacher, Pioplotea West; Miss G. Walker, assistant, Waitara; Mr. J. A. Auld, head master, Egmont Village. Leave of absence was granted as follows: Miss E. G. Foy, assistant, Hawera; Mrs. F. Gerrard, assistant, Warea; Miss E. Gibson, assistant, Vogeltown; Miss L. Lawn, probationer, Okaiawa; Miss C. E. Linn, assistant, Normanby; Miss M. Mouatt, assistant, Frankley; Miss O. L. Ducker, assistant, Pihama; Miss A. McLean, probationer, Opunake; Miss V. Old, sole teacher, Turoto; Mrs. L. H. Street, assistant, Eltham; Miss L. Finnerty, assistant, Eltham; Mr. J. R. Nairn, assistant, Hawera; Miss B. Hill, assistant, Riverlea; Miss S. E. Farquhar, sole teacher, Puniwhakau; Mr. J. A. Jennings, probationer, Frankley; Mr. E. Coleman, probationer, Central; Mr. J. Nairn, head master, Manala. In the case of Mr. Nairn the application was for one year's leave in order to enable him to teach, under the exchange system, in a London County Council school. ARCHITECT'S REPORT. The architect (Mr. C. H. Moore) reported:— Oeo Additions (wood) additional classroom at Oeo is completed. Tawhitl Additions (concrete). —This work is well on towards completion. Probably a fortnight will see it finished. Teachers’ Rest-room —Hawera Primary School. —The teachers’ room is nearly ready for occupation. A good deal of general repairs and improvements to the ventilation was also carried out. ■ The committee axe anxious to have the school painted. I must ask to have this held over for a while owing to so much new work onfchand and also (more important) beacuse the matter Is not very urgent. Repairs and General.—Very little repair work has received attention this month and I am afraid it will be the same for the next two months. We h%ve a lot of urgent new work on hand at present and- It requires a considerable amount of attention. Ongarue.—Alterations and extensions to the drainage was authorised at this place and the work is being attended to. We have received permission to put the surplus earth from the Courtenay Street site on to the education reserve. I trust the matter of transferring this land to the board will be completed as soon as possible. Plans and Application for Grants.—Plans have been prepared and application made for gjanta for the following works: Detached classroom at Waitara to form the nucleus of a new school; remodelling Albert school; movable schools ar. Waikaka, Opatu and Mangorel; additions to Ackland school, and a movable residence at Matemateaonga. MANUAL AND TECHNICAL. The manual and technical committee reported, inter alia: — That the senior agricultural Instructor’s report on the supplying of agricultural tools be deferred till the matter of the appointment, if necessary, of another agriculture Instructor Is being considered. That the department be asked to expedite their decision concerning the appointment of Mr. H. C. Johnson on the staff of the Stratford Technical High School in order that the board may take the necessary action to replace him in time for the commencement of the manual classes for 1923. That the matter of appointing a substitute for Mr. H. C. Johnson In the event oi him being appointed to the staff of the Stratford Technical High School, be referred to the chairman of this committee with power to That in answer to the department’s memorandum concerning chemical material, the department be informed, that as this material was purchased for use by plrmary dassee, the board cannot consent to the transfer of the material to the Stratford Technical High School. That the supervisor of manual instruction for Taranaki be instructed to report to the next meeting of this committee on the advisability of establishing manual classes at Matiere, Opunake, Huiroa and Ohura. PROPOSED MANGATOI SCHOOL. Reporting on a proposal that a school should be established at Mangatol (Mokau River) the senior inspector wrote:— On the information given, there are in this area enough pupils to warrant an application for a grant for a school building. The weaknesses in the application lies in the fact that of the 13 pupils of school age 10 belong to sharemilkers' families, but doubtless if these families removed others would take their place. I recommend that, if the average attendance for the current quarter at the school already established reaches sufficient to place it in grade 1, application should be made to the Department for a grant to provide a school. The recommendation was given effect to.
Reporting on th© matter of dividing off a piece of grounds at Moeroa sufficient for school purposes the architect recommended that the board find the wire and staples, the committee to find posts and labor. In connection with the work of the removal of classrooms .and remodelling at the Central school the architect asked to have the Central school closed about a week earlier than the date fixed. If this was done a chance would be given to get the classrooms removed on to the new site before Christmas. A report was submitted by Meesrs. Lees and Eaves on the question of a new horse paddock at Mere Mere aud the allocation of portion of the school glebe for the use of the teacher. After discussing the matter a satisfactory arrangement was arrived at by which an additional area will be used for a horse paddock and the fence alongside the school orchard re-erected. In the matter of the application of the Opua committee for new out-offices, it was decided to apply to the Department for a grant. The Tahora committee applied for a teachers' residence, and it was decided to communicate with the Department and ascertain if it was possible to secure the Public Works Department building, which was at present in occupation of the teacher. Mr. White expressed satisfaction that the Government had approved the grant for the purchase of a site for a school at Westown. An application for a school at Everett Road was declined at the present time. and the matter of attention to a chimney at the Kina Road was referred to the architect. It was decided to again ask the Department to approve the removal of the FKzroy residence. The Department wrote stating that reasonable sums of money would be available by way of grants for the installation of electric lighting at schools and residences. It was indicated that the Department would refund expenses incurred this year by pupils in travelling by railway to examination centres for their proficiency certificates. In view of the refusal of the Department to make a grant for a new site at Hillsborough, it was decided to make a fresh application. Th© application for addition to the Fraser Road school was declined by the Department. It was decided that if suitable arrangements could be made, agricultural Instructors should be granted leave of absence from February 5 to 10 for the purposes of attending a short course of such Instructors at Ruakura. A of £3 on account of rent for the Oeo school horse paddock, was approved by the Department.
