FOREIGN TREATIES SIGNED. Ry Telegraph.—Press Assn.—Copyright. Received Nov. 1, 8.10 p.m. Madrid, Oct, 31. A British-Spanish commercial treatv has been signed and will remain in fore? for three years. Britain may send Spain annually 750,000’tons of coal, subjecl to a duty of four pesetas per ton. Each ton in excess of that amount pays seven and a half pesetas. Spain has also signed treaties with Norway, France, Italy and Switzerland, thus terminating her commercial isolation.
