PARTICIPATION IN PROBLEMS. PARTIAL ACTION PROMISED. By Telegraph.—Press Assn.—Copyright. Received Nov. 1, 11.15 p.m. Washington, Oct. 31. A White House announcement disclosed the fact that negotiations are now proceeding between the United States and Allied nations to arrange to have the United States participate in nominating and selecting judges for the International Court of Justice at The Hague. The Administration believes it is in harmony with American policy to have American representation, and the United States is cordially in sympathy with action bringing about American representation. The statement said that according to policy the Government believed it should take its own nominations. Another White House statement declared the United States was willing to lend approval to an economic conference to discuss the old world situation. The United States is willing to participate in such a conference, but it was pointed out that no consideration would be given to any conference covering inter-Allied debts. Aus.-N.Z. Cable Assn.
