Barthou’s reparation scheme turned on the question of legality. Sir John Bradbury contended that the creation of a system of control of German finances may involve the Reparations Commission exceeding its powers. He asserted that under the Versailles Treaty the Reparations Commission, or the guarantees committee, have not the power to interfere with German administration. France rejects this interpretation. Received October 23, 7 p.m. Berlin, Oct. 22. The German Press declares the French project to control German finances impracticable and incompatible with Germany’s dignity.
