REPARATIONS.
FRANCE OPPOSES RELIEF. NEW PLAN SUGGESTED. CONTROL OF FINANCE. Received Oct. 22, 5.5 p.m. Paris, Oct. 20. A French scheme submitted to the Reparations Commission in lieu of Sir John Bradbury’s scheme str.tes that France cannot* accept the proposal that Germany be relieved for a period of the burden of reparations, and that all the weight of restoring the devastated regions be thrown on France. She refuses to entertain the idea that Germany, who. despite the present confusion and Budget difficulties, has kept her accumulated wealth, and therewith her powerful means of production, can even temporarily be totally unable to P The scheme proposes that the Allies should exercise strict control oyer German finances, including the fixing of a maximum expenditure and a minimum revenue from taxation, and insist on a capital levy.—Aus.-N.Z.
