REPAYMENT ADVOCATED. AID TO EUROPE S RECOVERY. By Telegraph.—Press Assn.—Copyright. Received October 17, 9.40 p.m. New York, Oct. 17. At Toledo, Ohio, Mr. H. C. Hoover (Secretary for Commerce), in a speech, declared that the repudiation of the United States’ war loans to Europe would undermine the whole fabric of international good-faith', 'because the contractual obligation of the nations is clear. He added: “I do not approve of the cancellation of -war debts. Europe’s tremendous industries, enormous productivity and development of scientific knowledge will.mean that Europe must win if given a chance. I am convinced the war debts can be repaid within a reasonable time without undue strain on the debtor nations. There must be a re-arrangement of the economic boundaries of Europe and a reduction in armament, thus contributing to the balancing of budgets and the cessation of inflation. These are things which would assure the recovery of Europe and the ultimate payment of war loans.”—Aus.N.Z. Cable Assn.
