PENSIONS COMMISSION.
BOARD OF LAYMEN URGED. By Telegraph.—Press Association. Wellington, Oct. 7. The Pensions Commission to-day heard the evidence of representatives of patriotic societies. Mr. D. S. Smith, representing the New Zealand Returned Soldiers’ Association, said he had tested the feeling of returned men regarding the Appeal Board. The general opinion was that medical evidence should be referred to a board of laymen; if not, the decision finally came, under Sir Donald McGavin’s proposal#, from one medical expert. Experience in the courts showed that medical experts differed frequently and strongly, and decisions must be made by laymen trained in sifting evidence, a barrister or a Judge.
