New instructions have been given to German passport officer abroad to refuse visas to all but essential cases. The Berlin police are forming plans to render more onerous the already severe restrictions. Meanwhile th<* Press has opened a campaign with the avowed purpose of making the life of the foreigner in Berlin as uncomfortable as possible. Various schemes have been advocated, the favorite one being that the foreigner should be charged five times more railway fares than local people. The German Gazette announces its intention to devote a special column daily for the purpose of incitement against foreigners. H UNG ARIAN MEASURES. Vienna, Oct. 5. The Hungarian Home Office has ordered the registration of foreigners living in Hungary. All must appear before the police and state their pursuits. Those whose activity is found to be objectionable will be expelled. The Minister declared that this was not an anti-Semite measure, but most of the immigrants from Galicia were Jews. As foreigners ate food, which was only available in small quantities, and did work that should be done by Hun-, garians, the number must be reduced.
