GUARANTEED BY POWERS. Geneva, Oct. 5. Lord Balfour submitted to the League Council a scheme for the rehabilitation of Austria. He said a loan of twenty-one millions had been guaranteed by Britain, France, Italy and Czecho-Slovakia. All the delegates paid a tribute to Lord Balfour’s work.
