It is learned authoritatively that the sale of arms and ammunition at Vladivostock to General Chang Tso Lin has created a serious controversy between the Foreign Office and the military Chief-of-Staff. It is understood Baron Kato will summon General Uyehara and demand the readjustment of the affair. It is reported Baron Kato will resign unless thq general yields. Received Oct. 3, 7.30 p.m. Vladivostock, Oct. 2. It is reported Soviet troops are con4entrating on the northern frontier ready to move when the Japanese evacuation is completed. Several skirmishes have occurred between whites and reds. Communists here predict the Soviets will occupy the city in the middle of October-Aus.-N.Z. Cable Assn.
