HIGH SCHOOL BOARDS.
THE FIRST CONFERENCE. By • Telegraph.—Press Association. Wellington, Sept. 29. The first conference of High School Boards opened to-day. Mr. Parr defended regulations as essential, 'because one Act could not cover the mass details. He saw no reason why boards should not be consulted about them. The Minister referred to the abolition of the old capitation system and the adoption of the national system of grading which, on the whole, had given great satisfaction. The Minister addressed the conference at length on junior high schools and urged those present to take an open view. A fair trial for three years in . three schools was a reasonable proposal. They wanted the New Zealand system not to be one slavishly following other countries. He was heartily thanked by Mr. Fraser (Wanganui), who said that if the Minister had been able to give his views earlier much friction would have been avoided.
