PROPOSALS BY LEAGUE. LOAN FROM THE POWERSTERRITORIAL INTEGRITY. By Telegraph.—-Press Assn.—Copyright. Received Sept. 21, 7.50 p.m. Geneva, Sept. r2O. Dr. Seipel was recalled in order to receive the following proposals by the League of Nations for Austria’s restoration : (1) The Powers agree to ensure and respect Austria’s territorial integrity. (2) Austria agrees not to sign any foreign treaties contradicting understandings with her creditors. (3) The Powers will guarantee Austria a two years’ loan of 520 million gold crowns, which will be floated in foreign markets, in order to re-establish Austria’s finances. (4) Important financial and administrative reforms will be imposed on Austria. The League will establish in Vienna a commission of control to ensure home reforms being executed and to watch the securities given by Austria for the loan. France,. Italy and Czecho-Slovakia have already announced their intention to guarantee the loan by giving the necessary securities to private banks negotiating the - same. —Aus.-N.Z. Cable Assn.
