PAYMENT TO BELGIUM., ANOTHER DEADLOCK. GUARANTEES DIFFICULTY, By Telegraph.—Press Assn.—Copyright. Received Sept. 10, 5.5 p.m. Berlin, Sept. 9. No progress has been made by the Bel-gian-German conference regarding guarantees. The German Government has nothing more to offer in the way of guarantees than it offered to Sir John Bradbury, and the Reichsbank and other banks refused to have anything to do with guarantees. The outlook is pessimistic. The Belgian delegates warned the Germans that they could not prolong the deliberations, and said they would leave Berlin on Sunday, whereupon the Germans submitted a complicated plan of guarantees which the Belgians are considering.— Aus.-N.Z. Cable Assn. NEGOTIATIONS COLLAPSE. POSITION “AS YOU WERE.” Received Sept. 10, 11.5 p.m. Berlin, Sept. 9.
