NEGOTIATIONS BREAK DOWN. By Telegraph.—Press Assn.—Copyright. New York, August 25. The negotiations to end the railway strike have collapsed. The executives and the leaders of the Big Four Brotherhoods, who were endeavoring to mediate on behalf of the shopmen, have ended their conference. The disagreement was due to the roads flatly refusing to restore seniority to the men who are striking.
