WAR DEBTS.
ATTITUDE OF AMERICA. By Telegraph.—Press Assn.—Copyright. Received Aug. 25, 5.5 p.m. Washington, Aug. 24. Mr. A. W. Mellon (Secretary of the Treasury) has issued a statement contradicting the intimation contained in Lord Balfour’s recent Note th®t the United States required Britain to guarantee the return of the money loaned to the other Allies during the war. Mr. Mellon declared the associated and other Allies borrowed on their own account, and he produced memoranda to show that this was clear to Britain.—Aus.-N.Z. Cable Assn.
