THE CONCILIATION SCHEME. UNIONISTS NOT ENTHUSIASTIC. By Telegraph.—Press Assn.—Copyright. Capetown, August 22. The Johannesburg conciliation scheme, which has been agreed to by a conference of employers and employees and adopted by the Mining Industry Board to-day, provides that no strike or lockout shall take place until the procedure laid down has been completely carried out. There will be no compulsion on employees to join the trade unions. Complaints by employees will be first dealt with by the officials immediately concerned, then by the mine manager and, if no settlement is reached, the employees may call in a trade union official, but no manager shall be required to discuss with a third party questions as to fixing of contracts, or the engagement, suspension, discharge, promotion, or disrating of employees. On these matters the manager's decision shall be final. In the case of a dispute between the manager with more than ten employees, the directors shall be appealed to and afterwards the Conciliation Board. Matters affecting the industry generally shall be dealt with between the Gold Producers’ Committee, the Chamber of Mines, and the trade unions, with an appeal to the Conciliation Board. The board' shall consist of twelve members, half appointed by the Gold Producers’ Committee and half elected by the employees; members, to be elected for ten years, the chairman to be chosen alternately from both sides for a period of six months. Alterations in working conditions should not take place until 30 days’ notice has been given. ; It is reported that the trade union.ists are not enthusiastic about the scheme, but are preapred to give it a fair trial • ~ ■
