WAR CLAIMS.

AMERICA AND GERMANY. By Telegraph.—Press Assn.—Copyright. Received Aug. 11, 10.5 p.m. Washington, August 10. The State Department announces that the United States signed an agreement with Germany in Berlin to-day, providing for a mixed commission to settle the American war claims against Germany, the United States to appoint a commissioner and umpire and Germany to appoint a commissioner. President Harding has appointed a Supreme Court Justice, Mr. W. R- Day, as umpire. The agreement comes into force without the approval of the Senate. The commission will shortly convene at Washington.
