BIG REDUCTIONS PROPOSED. By Telegraph.—Press Assn.—Copyright. Tokio, Augutt 9. The Minister of War announced that the army estimates during the next ten years would be reduced to the extent of 400 million yen, which would involve the retrenchment of 1800 officers, 56XMX) men and 13,000 Horses, representing five divisions. The conscriptional period would also be reduced by three months.
