ITALIAN CRISIS.
STRIKE OR CIVIL WAR? PUBLIC SERVICES DISORGANISED. By Telegraph.—Press Aaen.—Copyright. Rome. August 7. The clashes between Fascisti and Communists during the past week have produced a grave situation. Thirty-eight persons have been killed and hundreds wounded in Milan, Genoa, Parma Brescia. Bari. Modena. Alessandria and Padua. The railways are disorganised, the telegraphs reduced, and the tramways suspended. The most remarkable feature is that the majority of the people remained ealm while the factions have fought. Milan is practically in a state of siege. The Government has authorised the Prefects to hand over control to the military wherever the situation demands it. Both factions mobilised a thousand in each eity, fully armed. There was virtually civil war over a wide area. A Fascisti supporter, while walking with bis fiancee in Bologna, was shot dead. Consequently the Fascisti turned out and set fire to the railwaymen’s chib. The Genoa Fascisti raided and set fire .to the Socialist newspaper Lavere. The military are using artillery Bgainst the Parma Communists.
