FARCICAL PROCEDURE.
AMERICAN IMMIGRATION LAW. By Telegraph - -Press Assn .—Copyright. Avashington, July 31. The harsh and unjust manner in which the immigration law sometimes works out was again demonstrated by the case of a young Belgian woman.' She had been living with her husband in Chicago, but recently made a trip to Belgium to bring back their eight-year-old hoy. who was born in Belgium. The husband had already announced his intention to become an American citizen. The woman and her son arrived in New York on June 3. 20 minutes before the end of the fiscal year, under which the 1922 quotas were reckoned. The Immigration Board has ruled that the boy cannot be admitted under the 1922 quota, and must return to Europe and come back thence again to the United States and be admitted under the 1923 quota for Belgium. The fact that the woman had already lived in the United States made no difference to the son’s case. She should have been admitted alone, but the son must be .sent back.
