SEEKING FOREIGN CONTRACTS. RESTORATION OF RIGHTS. By Telegraph.—Pres» Asst —Copyright. Received July 25, 9.5 p.m. Berlin, July 25. Haring failed to negotiate political treaties, Russians from The Hague and Moocow are assembling with the object of concluding contracts with big corporations, including Italian, British and Roumanian firms. The Soviet central executive has passed a law restoring real and personal private propertv rights, patents, trademarks, copyright and the right of inheritance up to ten thousand roubles. These laws are not retrospective and do not restore property expropriated ‘"by right of toe revolution.’’ The new law legalises contracts and agreements.— Aus.-N-Z. Cable Assn.
