ROUGH WEATHER OFF -SYDNEY. By Telegraph.—Press Assn.—Copyright. Sydney, July 24. There has been heavy rain with a strong easterly blowing for the past couple of days and it still continues. Shipping is sheltering. The rainfall is widespread, including considerable portions of the wheat and western areas. It has greatly improved the prospects of backwardi springing crops. ' GERMAN CONSULS NOT WANTED. Melbourne, July 24. The Commonwealth Government refused a request made by Germany for the right to appoint Consuls in Australia. Mr. Hughes stated that, whilst not preventing the resumption of trade with Germany, the Government refused to grease the wheels of German trade.
