There has been some comment on the fact that simultaneously with the publication of the Prime Minister’s statement to the House of Representatives that the Government has had no important communications from the Home authorities on the subject of Empire migration comes news that the High Commissioner is ready to sign an agreement involving a miximum expenditure of £400,000, shared equally with Britain. Questioned on the matter, Mr. Massey said Sir James Allen is a member of" a special committee on emigration, the British Government being prepared to spend £2,000,000 in inducing emigration within, the Empire. “Although since my return from England I have had no important correspondence on the subject,” said. Mr. Massey, “Sir James Allen very rightly and properly has •followed up the subject. We have not yet received particulars of the negotiations, but they must come before Cabinet for approval or otherwise. Personally I have no doubt that the scheme is all right, and if conditions are going to improve it would be a good proposal for New Zealand, and we cannot turn our backs on our own people so long as they are of good character.” “I believe,” added the Prime Minister, “that to begin with, at all events, the scheme will involve an expenditure oi £lOO.OOO a year only, and we are now spending more than that on immigration.”
