STATEMENT BY LITVINOFF. By Telegraph.—Pross A-ssn.—Copyright. Received July 22, 5.5 p.m. The Hague, July 21. Litvinoff, in a statement, said the failure of the conference showed clearly it was impossible to reach an agreement at any conference, and the only possibility is by separate agreements.
