POLICY OF AMERICA. CHARGE OF HOSTILITY. ATTITUDE EXPLAINED. By Telegraph.—Press Assn.—Copyright. Received July 17, 9.10 p.m. New York, July 17. The New York Times’ correspondent at Washington interviewed Mr. C. E. Hughes (Secretary for State) regarding a statement made by Mr. Raymond Fosdick, a former Under-Secretary-General of the League of Nations, charging Mr. Hughes with open hostility to the League and with blocking the mandate situation. Mr. Hughes said that although the Class C Mandates, for territory south of the Equator, had been issued without the United States’ consent, and while the United States had asked for the protection of American interests there, the mandatories were already operating, although treaties assuring American interests had not yet been formulated. The Class A Mandates, dealing with Turkey, were also not interfered with by the United States, but he pointed out that tfie treaty with Turkey had not yet been consummated. The United States had not received a complete assurance of the protection of American interests in Mesopotamia, but Mr. Hughes denied interference in any manner.
