ANOTHER CHANCE TO RUSSIANS. HOPES TO CONTINUE. By Telegraph.—Press Assn.—Copyright The Hague, July 16. Optimists hope the conference may yet receive a new lease of life. The Russians openly say they prefer to deal with private individuals rather than with Governments. Moreover, they do not want all the bridges cut between Russia and the rest of Europe, so they are studying the problem of private property with a view to finding a way from the impasse. Received July 17, 5.5 pm. The Hague, July 17. The president of the non-Russian commission informed M.
