A divergence of views has arisen among members of the Reparations Commission regarding whether a moratorium should be granted to Germany. The proposed international loan is regarded as a means of improving the mark. The Petit Parisien states that probably the French will favor this suggestion if means are found for preparing a reduction in the French debt to America and Britain. The Petit Journal says that Sir John Bradbury’s moratorium proposal tends to the postponement of the execution of the Wiesbaden agreement, and deprives France of reparations until 1925 Belgian and Italian delegates supported the British suggestion with reservations, The French Government is conscious of Britain’s pressure, but the only question fcr us is what definite proposals have '2 to expect from Mr. Lloyd George in connection with safeguarding our interests. France will not accept a moratorium unless accompanied by j measures showing how we shall be paid.
