THE DEBTS COMMISSION. By Telegraph.—Press Asm.—Copyright. The Hague, July 7. The Debts Commission held a meeting, at which the Russians were present. Replying to a question regarding the payment of coupons, M. Litvinoff said it would be premature for [ the Russian delegation to answer at present, as all would depend upon the credits granted. M. Sokolakoff was asked how the issues of paper money were made. He replied: “Every three months the financial commission estimated the difference between receipts and requirements and made up the deficit by an issue of paper roubles.”
