SOVIET INSISTS ON CREDITS. BEFORE PAYING DEBTS. By Telegraph.—Press Assn.—Copyright. The Hague, July 3. The Soviet delegation, in the course of a statement, acknowledged Russia’s pre-war debts. They declare they will pay them, but must have credits and add: “If we do not get credits we will not pay a penny. The fact that Russia is a rich country constitutes the chief guarantee- Russia is not prepared io restore private property to the former owners, but will, grant concessions on private property. We do not admit liability for war debts.”
