London, June 19, The establishment of an aristocracy of brain for an aristocracy of birth is one of the objects of the Lords Reform Bill, introduced in the House of Commons by Sir Claude Lowther. The Bill proposes to abolish the hereditary system, except in the case of Royal princes. The existing Lords shall select a hundred peers by merit alone to be the first members of the reconstituted House and these Lords of Parliament shall select two hundred others by merit. Peers of the realm, other than the Lords of Parliament, will be eligible for election to the House of Commons.
