The payment of interest under the Mexican arrangement is to be met out of a fund created by pooling the oil export taxes and the surcharge on the gross receipts of the raJhvays. The Mexican railways are to be returned to private ownership, the Government to assume the railway debts. A high official states that Mexico’s decision to resume the payments of external debts will have no effect on the United States attitude regarding the recognition of Mexico, which will be withheld until she guarantees the protection of the property rights and lives of American citizens within her borders.
