THE CONTROL BOARD. KETHOD OF ELECTION. '» REGULATIONS GAZETTED. By Telegraph.—Press Association. Wellington, Last Night. Regulations have been gazetted under the Meat Export Control Act, 1921-22, prescribing the manner of the election of the producers’ representatives on the Meat Export Control Board. The regulations provide that for the purpose of the election of the producers’ representatives a Dominion conference of delegates shall be he' I in August, 1923, and each year thereafter, the date and place to be fixed by the board. This Dominion conference is to comprise 140 delegates, 70 oi whom are to be elected by stock-owners, including sheep-fanners, and 70 by the sheep-farmers alone.
For electing these delegates the board is to divide the Dominion into such electoral districts as it thinks fit, each electoral district to consist of one or more counties, and the board is to determine the number jf delegates to be elected for each district by stock-owners and sheep-owners respectively. A list of stock-owners and sheep-owners in each district is to be prepared by the board and provision for inspecting the lists and raising objections thereto is made. It is provided that the name of any person shall not appear on the list of stock-owners or sheep-owners for more than one electoral district., but any person having qualifications for enrolment in more than one district may elect the district for which he will be enrolled.
The number of delegates to be elected for any one district is required as far as practicable to bear to 70 the same proportion as the numbers of stock and sheep respectively bear to the total number of stock and sheep in the Dominion. Meetings for the election of delegates are to be held each year. The chairman of the board is to submit to the Dominion conference each year for its consideration the board’s report and balance sheet for the previous year, and the delegates to the conference are to elect the producers’ representatives on the board in the manner prescribed. The names of the persons thus selected are to be forthwith forwarded to the Minister for Agriculture and submitted by him to the Governor-General for appointment.
Other regulations provide that travelling allowances, fees or other remuneration of members of the board, shall be such as are from time to time determined by resolution of the board. The board shall have power for the purpose of carrying on its business to borrow moneys by way of bank overdraft or otherwise howsoever, and may give as security therefore debentures, mortgages or other securities charged on any or all of the assets of the board.
