Poincare, in conversation with journalists, said the bankers’ conference ended as he expected. The hankers met too soon, and the time was not yet ripe for talking of loans to Germany. Firstly, they should put their finances in order. France was willing that Germany should be granted a moratorium, but it was essential the German Budget taxation should be controlled. France would not consent to a reduction of the German debt.
