In a speech he delivered at Fayetteville (Arkansas), Senator Robinson, one of the Democratic leaders, said that the United States should frankly tell Japan that, it will never tolerate the Japanese position in regard to immigration, land ownership, or race equality. Frankness, even if it annoyed Japan, would avoid a breach, which would be certain to occur if the United States misled Japan to believe her position in these matters was approved.
