CHANG’S SOLDIERS TROUBLESOME. By Telegraph.—Press Assn.—Copyright. Peking, May 26. A British observer who has returned 1 from a visit to Shankaikwan, reported that Chang Tso Lin has arbitrarily seized 300 ooal cars in the Kailin mineyard and is reported as threatening to burn them and other railway equipment if further attacked by Wu Pei Fu. The railway equipment forms the security for the British and Japanese loans. Chang’s soldiers are reported to be recalcitrant, interfering with the district railroad and threatening foreign interests.
