BILL TALKED OUT. By Telegraph.—Press Assn.—Copyright. London, May 26. The Scottish Home Rule Bill was read a second time in the House of Commons. It provides for a Parliament to sit in Edinburgh. Mr. Wallace, the mover, said there was no desire for separation except on the part of half-a-dozen hotheads, but the thistle persistently refused to become a rose.
