One of the most pressing problems with which the new Government is faced is the seething discontent of some of the soldier settlements. The men make sweeping complaints regarding the alleged inefficient official administration, broken promises, want of the necessary funds to tide over the earlier stages of settlement, and to develop their holdings, and other what are called remediable troubles. Considerable numbers have abandoned their holdings, disgusted with the treatment and the barren outlook, while oth* ers are threatening to leave.
