Geneva, May 15, The final convention for settling the affairs of Upper Silesia has been signed by the German and Polish plenipotentiaries. RUSSIAN REFUGEES. Geneva, May 15. Dr. Nansen, outlining to the Council of the League of Nations a scheme to evacuate 15,000 Russian refugees from Constantinople, said that when the necessary funds were available he would discuss with the Australian and Canadian Governments the possibility of sending a great number of refugees to Australia and Canada. PROXIMITY OF MARS. London. May 16. The Daily Mail states that astronomers are preparing to study the planet Mars, which is travelling towards the earth at a speed of a million miles daily. It will be nearest on June 18, when it will be 42iJ million miles away. Observations are taking place in North America, Australia and New Zealand. GERMAN VENGEANCE. Berlin, May 16. The Supreme Court at Leipzig sentenced a Wilhelmshaven motor mechanic to eighteen months’ imprisonment on a charge of having disclosed to the Inter-Allied Commission lastJuly the location of 21 aerial motors. STUDENTS IN DISTRESS. Tokio, May 16. Seven hundred Chinese students here are in dire straits owing to the failure of the Pekin Government to send supporting funds for the last three months. The Japanese Government has refused to advance further loans. The Chinese Minister has never arrived, and the Charge d’ Affaires disappeared last week, it is supposed to avoid the students, who are haunting the Legation.
