THE NEW RULE. OPERATES TO-MORROW. IN FORCE IN TARANAKI. , Consequent on the recent decision of the New Zealand Rugby Union the new rule with regard to the kick into touch will come into force in Taranaki to-morrow, and will be adopted in ail matches in the province. The chairman of the Taranaki management I committee (Mr. J. McLeod), in reply to an inquiry yesterday, stated that all clubs and the Referees' Association bad been notified concerning the change. In order that both pjayers and the public may thoroughly understand the change Rule 12 in its amended form is given below. It now reads: The ball is in touch when It, or a player carrying it, touch or cross the touch-line; it stall then belong to the side opposite to the last touching it in the field of play, except when carried in. When xt pitches Into touch from a kick, other than a penalty kick, from within twenty-five yards of the kicker’s goal-line, the opposite side shall bring It out at a spot opposite the spot where the kicker was when he kicked the ball. The rule then goes on to set out the methods of bringing the ball into play, namely, by throwing it out so as to alight at right angles to the touch-line, or by scrummaging it at right angles to the touch-line ten yards from the spot at which it has to be brought out. ENGLISH UNION’S AUTHORITY. The English Rugby Union’s authority, dated October 10 last, is interesting. The letter says: "My committee have given most careful consideration to the application of your union for leave to vary the existing rules. They are of opinion that this proposed alteration requires most careful consideration. They are prepared to give the matter the fullest attention during the coming season, and, if they approve, with or without modification, will lay the matter before the International Board. In the meantime, as they are desirous of meeting the wishes of the New Zealand Rugby Union, wherever it is at all possible, without detriment to the main principles of our game, I a«n instructed to say that, without creating anything but a concession to your local requirements, my committee offer no objection to games being played with this alteration. I am further desired to state that, in doing so, my committee in no way bind themselves to the adoption or otherwise of the amendment, or the actual wording or it as submitted, and definitely restrict the concession to the present application.
