THE NEW RULES. TAKE EFFECT' IMMEDIATELY. By Telegraph.—Press Association. Wellington, Last Night. A meeting of the Rugby executive was held this afternoon, Mr. Slade presiding. It was decided that the affiliated unions be officially notified that the new rules should take effect immediately Ten reinstatements (Auckland eight and Napier two) were approved. The proposed visit of a New Zealand team to South Africa next season was abandoned. Christchurch, Last Night. The new rule concerning kicking into touch will be adopted by the Canterbury Rugby Union in its competitions commencing next Saturday. REFEREES' APPOINTMENTS. THE CENTRAL DIVISION. Following are the appointments for this week:— Thursday, May 4.—Junior: Ngaere v. Inglewood, at Ngaere, at 3 pan., Mr. J. H. Thompson : Midhirst v. Tarlki, at Midhirst, at 3 p.m., Mr. C. A. Gray; Stratford v. Toko, at A. and P. groimos, Stratford, at 3 p.m., Mr. V. Harkness. Fourth Grade.—lnglewood v. S.T.H.S. A, at Inglewood, at 3 pam., Mr. D. Blanchard; Eltham v. S.T.H.S. B, at Victoria Park, Stratford, at 3 p.m., Mr. R. F. Harkness. Saturday, May 6.—Third grade: Inglewood v. Toko, at Toko, at 3 p.m., Mr. W. Bicheno; Midhirst v. Stratford, at A. and P. grounds, Stratford, at 1.30 p.m., Mr. R. R. Tyrer. REFEREES' ASSOCIATION. CENTRAL DIVISION. The usual weekly meeting of the central division of the Taranaki Referees’ Association was held at Stratford on Monday evening. Mr. L. J. Furrie occupied the chair. A Toko player in match Toko v. Stratford, third grade, was reported for striking an opponent. After discussion it was decided that a black list be started in the division, and that referees be notified periodically of any names thereon, and any repetition of the offence will be severely dealt with.

Mr. George Finlay was admitted as an honorary member of the association, and Mr. J. Thomas, Ngaere, as an active member.

Referees reported that in two gases grounds were incomplete as regards flags and marking of lines, and the secretary was instructed to notify the Taranaki Rugby Union in each case with a request that the matter be promptly attended to.

It was decided that in future referees will insist on the names of players being supplied on the official sheets. These sheets are obtainable from the secretary of the union, and secretaries of clubs Jire asked to see that their teams are supplied with these.
